| What is a HUB? |
| A HUB is a sole proprietor, partnership, or corporation
in which at least 51% of the stock or other equitable
securities are owned by one or more persons who are
members of the following groups: Asian Pacific Americans,
Black Americans, Hispanic Americans, Native Americans,
and women. These individuals must have a proportionate
interest in the control, operation, and management of
the business. |

| The Texas A&M University Physical Plant Historically
Underutilized Business (HUB) Program is fully committed
to the Good Faith Effort to enhance the opportunity
of HUBs and small businesses to compete for contracts
and purchases, increase the number of contracts awarded
to HUBs and small business firms, create a fair and
open competitive market, and improve community awareness. |
| Construction
Contracts |
| The primary
delivery method for construction projects at the
Physical
Plant is a competitive bid process and bidding is open
to all interested contractors. No prequalification
is
required and bids are awarded to the lowest responsible
bidder. Contracts with an anticipated value
of $100,000 or more will require submission of a HUB
Subcontracting Plan. Other delivery methods used
are competitive
sealed
proposals, design/build and indefinite quantity contracting.

| Professional
Service Contracts |
| In accordance
with state law, Physical Plant procures professional
services on the basis of qualifications, not price.
Interested professionals or design teams are asked
to
respond in writing to a published Request for Qualifications
(RFQ). This is the basis for selection, or in some
cases,
the basis for a shortlist of firms to be interviewed.
All Texas A&M University professional services
contracts expected to exceed $25,000 in professional
fees are
advertised on the Electronic State Business Daily website
at http://esbd.cpa.state.tx.us/.
A minimum of 21 calendar days are allowed for response.

| Service
Contracts |
| Service contracts are typically for 12 months. They
may be for supplies/labor or both and there are no
guaranteed
minimums. All service contracts are bid through the
Texas A&M University Department of Procurement Services; 979.845.4570. Examples of
the types of service contracts:
-Fire Safety Equipment Testing -Glass Repair & Installation
-Limestone & Concrete Suppliers -Mulch, Topsoil
& Sand Supplier. |
